Dual System Youth and their Pathways: A Comparison of Incidence, Characteristics and System Experiences using Linked Administrative Data

Abstract

Insight into the characteristics and system experiences for youth who touch both the child welfare and juvenile justice systems has increased over the last decade. These youth are typically studied as one population and referred to as “crossover youth.” While this literature contributes valuable insight into who crossover youth are, studies are virtually silent on distinguishing characteristics and experiences across different pathways leading to dual system contact. This study reviews what is currently known about dual system youth generally (i.e., youth who have contact with both the juvenile justice and child welfare systems) and introduces a framework for consistently defining dual system youth and their pathways. The utility of the framework is then explored using linked administrative data for cohorts of youth aged 10 to 18 years old with a first petition to delinquency court in three sites: Cook County, Illinois between 2010 and 2014 (N = 14,170); Cuyahoga County, Ohio between 2010 and 2014 (N = 11,441); and New York City between 2013 and 2014 (N = 1272). The findings show a high prevalence of dual system contact overall, ranging from 44.8 to 70.3%, as well as wide variation in the ways in which youth touched both systems. Specifically, non-concurrent system contact is more prevalent than concurrent system contact in all sites, and individual characteristics and system experiences vary within and across these different pathway groups. Based on study findings, implications for future research on dual system youth and for developing collaborative practices and policies across the systems are discussed.

Comparisons of Types of Exposure to Violence Within and Across Contexts in Predicting the Perpetration of Dating Aggression

Abstract

It is widely accepted that adolescents exposed to violence are more likely to become perpetrators of dating aggression. However, it remains unclear whether the effects of exposure to violence on later perpetration of dating aggression vary based on the nature of the violence exposure (e.g., witnessing versus being a victim) and the contexts of exposure to violence. Thus, the relationships between two types of exposure to violence (witnessing and victimization) in early adolescence and perpetrating dating aggression in late adolescence were compared within and across three social contexts: the home, the community, and the school. Participants included 484 youth (51% females; 81% African–Americans, 18% European–Americans, 1% Hispanic or Other). Information on exposure to violence were collected at Waves 1 and 2 during early adolescence (Wave 1: M = 11.8 years old; Wave 2: M = 13.2 years old) and dating aggression data were collected during late adolescence (Wave 3: M = 18.0 years old). The results showed that across all contexts witnessing violence was a more consistent predictor of later dating aggression relative to victimization. Being exposed to violence in the home either via observation or victimization was a stronger predictor of physical dating aggression and threatening behaviors compared to being exposed to violence in the school. These findings provide a deeper understanding of the roles of various forms of exposure to violence during early adolescence in perpetrating dating aggression later in the life course.

Sexual and Gender Minority Youth Alcohol Use: Within-Group Differences in Associations with Internalized Stigma and Victimization

Abstract

Sexual and gender minority (SGM) youth are more likely to use alcohol than their heterosexual cisgender peers. At the same time, SGM youth experience sexuality- and gender identity-specific stressors known to exacerbate negative health outcomes. Though scholars have established a link between minority stressors (e.g., internalized stigma and victimization) and increased alcohol use for SGM youth as a whole, there is little indication of whether internalized stigma and victimization are more strongly associated with alcohol use for specific groups of SGM youth. A United States sample of 11,811 racially and geographically diverse 13–17 year old SGM youth was used to employ a series of gender-stratified multivariable regression models to examine the association among internalized stigma, victimization, and alcohol-related behaviors, and whether they differed for specific groups of sexual minority youth. Sexual orientation moderated several associations between sexual minority stressors (i.e., victimization and stigma) and youth’s alcohol use (i.e., recent use and heavy episodic drinking) across models stratified by gender (i.e., male, female, and non-binary). For example, bisexual boys had stronger associations between SGM-specific victimization and alcohol use frequency and heavy episodic drinking relative to gay boys; conversely, victimization and alcohol use frequency were more weakly associated among bisexual girls relative to lesbian/gay girls. Pansexual girls showed weaker associations between internalized stigma and alcohol use frequency compared to lesbian/gay girls. This paper demonstrates who among SGM youth are more likely to engage in alcohol-related behaviors as a function of differential forms of SGM-related victimization and stigma. These findings can inform substance use interventions that are tailored to youth of diverse sexual orientations and gender identities.

Pathological Gaming in Young Adolescents: A Longitudinal Study Focused on Academic Stress and Self-Control in South Korea

Abstract

With the increase in social concern regarding pathological gaming among adolescents, the WHO (World Health Organization) included “gaming disorder” in the International Classification of Disorders, 11th version (ICD-11). However, little longitudinal research has been conducted examining social influences on pathological gaming, particularly in Asian countries (e.g., South Korea, China). With 4-year panel data from young adolescents (N = 968, 50.7% girls; Mage = 13.3 years) in South Korea, this study examined the effects of cultural environmental factors (parents’ excessive interference, communication with parents, and friends’ and teachers’ support) on pathological gaming through academic stress and self-control. The results showed the critical role of academic stress and self-control in the effects of environmental factors on pathological gaming. Parents’ excessive interference increased the degree to which youth experienced academic stress while the degree of communication with parents decreased this stress. Increased academic stress damaged self-control, which finally increased the degree of pathological gaming. Self-control affected the degree of pathological gaming stronger than gaming time did. The theoretical and practical implications from the study findings are discussed.

LGBTQ Youth-Serving Community-Based Organizations: Who Participates and What Difference Does it Make?

Abstract

LGBTQ youth are at greater risk for compromised health, yet large-scale health promotion programs for LGBTQ young people have been slow to develop. LGBTQ community-based organizations—which provide LGBTQ-focused support and services—have existed for decades, but have not been a focus of the LGBTQ youth health literature. The current study used a contemporary sample of LGBTQ youth (age 15–21; M = 18.81; n = 1045) to examine who participates in LGBTQ community-based organizations, and the association between participation and self-reported mental health and substance use. Youth who participated in LGBTQ community-based organizations were more likely to be assigned male at birth, transgender, youth of color, and accessing free-or-reduced lunch. Participation was associated with concurrent and longitudinal reports of mental health and substance use. LGBTQ community-based organizations may be an underutilized resource for promoting LGBTQ youth health.
